My dear Frank

Thank you for your letter of the 8th November

in which you inform me of the proposal to use Hong Kong

as a base and trans-shipment point for medical supplies

for China, and of the conclusion of the negotiations

entered into by you with He sra. Jardine Matheson and

Company.

The question of the use of Hong Kong as a base

of supplies has been discussed with the Colonial Office

as a result of which Dr. Rajchman has been informed

that there is no objection on political grounds to the

proposal to use Hong Kong as a base for the mission.

the circumstances there does not seen to be any need for

the League to approach His Majesty's Government officially

on the matter.
